Shaodong County closely follows the main line of “starting a business and enriching the people and innovating development”, vigorously implements the SME innovation plan, actively builds a platform to promote enterprise innovation and entrepreneurship, and accelerates the transformation and development of traditional industries. In 2009, the county's scale industry realized an added value of 3.204 billion yuan, an increase of 28.9%. Strengthen policy guidance. Formulate the "Resolution on Accelerating the Promotion of New Industrialization", set up a special fund for new industrialization development, and increase the three funds for science and technology. Focus on cultivating leading enterprises, and guide more than 10 large-scale lighter enterprises to implement resource integration and set up lighter group companies. Focusing on breakthroughs in key industries that affect the development of key technologies, the county's industrial technology transformation investment increased by 214.35% last year.
Build a development platform. Efforts will be made to build an ecological industrial park of 20 square kilometers. Last year, 12 new industrial enterprises were established in the county industrial park. A small and medium-sized enterprise credit guarantee investment company with a registered capital of 100 million yuan will be set up to arrange 1 million yuan of incentive credits to set up a financing platform. Established the first county-level SME special service organization (county SME service center) in the province, and opened the county-level SME website in the province to create a public service platform for the leather goods industry and trade park service center and continuously improve the service platform.
Strengthen talent development. Support the development of school-enterprise cooperation and targeted training of various talents for enterprises. Strengthen the construction of entrepreneurial parks and incubators to support the development of talent entrepreneurship. Accelerate the cultivation of specialized talent intermediary organizations, promote the construction of professional associations, and initially establish a network of scientific and technological talents.
